KNOXVILLE, Tenn.—About 85% of Halloween shoppers plan to use thrifted or DIY elements in their costumes this year and six in 10 will mainly make their own, according to a Goodwill survey cited by WVLT, which put a new store-bought costume at about $50 against $7.99 to $9.99 at Goodwill.
Kyle Brandt, 29, a fictional graphic designer, said he bought a tweed blazer for $8.99 and found a 1997 dry-cleaning receipt in the pocket made out to "Phil." He is going as Phil. "I know his dry cleaner, his inseam and that he once paid $4 for parking," Brandt said. "That is more than I know about my roommate."

I know his dry cleaner, his inseam and that he once paid $4 for parking…
Brandt said the costume has been well received. Two people at a party asked how Phil was doing. He said fine.
